Singapore Travel Agent Licence – FAQ Part 1

【Font:L M S】

Under the Travel Agents Act 1975, any person or company in Singapore that arranges travel services or conducts tours, whether in Singapore or abroad, must hold a valid Travel Agent Licence.

Q:
What is a Singapore Travel Agent Licence?
A:
It is a licence issued by the Singapore Tourism Board (STB) that permits a company to carry on business as a travel agent. This includes offering and selling travel-related services, such as tour packages, flight bookings, accommodation, and ground transport.

STB issues two categories of licences:
  1. 1. General Licence: for most travel activities; and
  2. 2. Niche Licence: for agents who only sell tours within Singapore that provide transport but no accommodation.

Q: Who issues the Travel Agent Licence in Singapore?
A:
The Singapore Tourism Board (STB) is the government body in charge of granting licences and supervising the travel agency sector in Singapore.

Q:
Can an individual apply for a Travel Agent Licence?
A:
No. The licence is only available to a formally registered business entity. It can be a private company, a partnership, or a sole proprietorship. An individual acting in a personal capacity is not eligible.

Q:
What are the key requirements for operating a licensed travel agency?
A:
The business must designate at least one Key Executive (KE) to oversee its operations. This person must pass STB's fit-and-proper assessment and have relevant work experience or formal training in the travel industry.

Q:
What is a Key Executive (KE)?
A:
A Key Executive is a designated individual within the licensed agency who takes charge of the company's overall management and day-to-day running. This person also ensures that the agency follows all rules under the Travel Agents Act and STB directives.

The KE serves as the main point of contact for all regulatory communications. In a sole proprietorship, the proprietor can act as the KE; in a partnership, one of the partners may take on this role.
