2026 New Rules for Foreign Nationals Accommodation Register

For foreign employees working in China, accommodation registration is a legal obligation that must be fulfilled upon entry. Starting from September 21, 2026, the National Immigration Administration has officially launched an online registration service for foreigners' accommodation across the country. This article, in combination with the latest policies of the National Immigration Administration, systematically sorts out the process and precautions for the accommodation registration of overseas personnel, for the reference of existing and potential customers of Kaizen.

  1. Accommodation scene

    (1)
    Hotel accommodation (hotel, guesthouse)

When checking into hotels, guesthouses and other hotel business units, if the place has obtained the hotel business operation qualification, foreign employees do not need to handle accommodation registration separately. You only need to submit valid identity documents (passport, foreigner permanent residence ID card, etc.) when checking in. The hotel front desk will automatically complete the registration through the hotel public security management information system and submit the information to the public security organs.

    (2)
Accommodation other than hotels (rental housing, company dormitories, private residences)

According to Article 39, Paragraph 2 of the Exit and Entry Administration Law of the People's Republic of China, foreigners residing or staying at a place other than a hotel shall, within 24 hours after check-in, register with the local public security organ by themselves or the person staying at the hotel. Starting from September 21, 2026, online registration for accommodation other than hotels for foreigners will be promoted nationwide. Online registration has the same legal effect as on-site registration at the local police station of the place of residence.

  2. Online processing guide

    (1)
    Processing channels

    (a) "Immigration Bureau 12367" APP application
    (b) "Immigration Bureau 12367" WeChat mini-program or Alipay mini-program
    (c)  National Immigration Administration Government Services Website

Through the "Foreign Service" accommodation registration module, follow the prompts to complete the process step by step.

    (2)
    Registrants

The registrants for accommodation registration can be the accommodation occupant themselves or the person who is staying overnight. The person staying overnight can be the landlord, company administrative staff, relatives and friends, etc. Chinese citizens or foreigners are all eligible.

Kaizen suggests that for the first time to register accommodation, the person staying overnight should assist in the process, as the person staying overnight is more familiar with the accommodation information and can ensure the accuracy of the information.

For foreign employees, they can handle the registration by themselves if they meet the following two circumstances:
    • Have previously registered accommodation through the government platform and need to register again at the same accommodation;
    • Live in their own residence, that is, the person or spouse of the foreigner is the owner of all properties in China.

    (3)
After completion, obtain the "Overseas Personnel Accommodation Registration Form"

After the processing is completed, foreign personnel can view the accommodation registration record in the "Registration Record Query" module of the "Immigration Bureau 12367 Platform". If the application result is "Approved", they can download the electronic version of the "Accommodation Registration Form for Foreigners".

  3. Offline processing guide

Foreigners need to submit their original valid identification documents (such as passports, permanent residence identity cards for foreigners, etc.) to the local police station of their place of residence to handle accommodation registration. For overseas personnel who entrust others to handle the matter or have it handled by a resident, they also need to provide the valid identification documents of the entrusted person or the resident.

Kaizen suggests that if any of the following situations occur, priority should be given to sending personnel offline to deal with:

    (1)
There are special circumstances regarding the certificates or information

If the passport information does not match the rental contract, you can directly communicate and verify it at the offline window.

    (2)
The online application review was not passed and cannot be corrected by oneself

When the system prompts that the information is incorrect, but you are not sure how to modify it, you can correct it on the spot at the offline window.

    (3)
The guest is unable to cooperate with the online operation

Some landlords are not clear about the online operation process. It is more suitable for professionals to accompany foreign employees to the police station to handle it.

  4. Legal consequences

According to Article 76 of the Exit and Entry Administration Law, foreigners or overnight guests who fail to register for accommodation as required shall be given a warning and may also be fined. The specific penalty criteria are as follows:

Punishment standards for foreigners or householders who fail to complete accommodation registration according to regulations

    Less than 3 days overdue

    Issues a warning

Overdue for more than 3 days but less than 10 days, or failure to register twice but less than five times

A warning and a fine of less than 1,000 yuan

If the time limit is exceeded by more than 10 days, or if registration is not completed more than five times, or if the same illegal act is committed again within one year after being punished

A warning will be issued and a fine ranging from 1,000 yuan to 2,000 yuan will be imposed.

Kaizen suggests that foreign nationals must complete the registration within 24 hours to avoid any chain reactions. For example, when applying for an extension of a residence permit, the Exit and Entry Administration department may check the accommodation registration record, which will affect the subsequent approval of visas and residence permits.
