Adjustment on Distribution Method for Childbirth Allowance in Beijing

The Beijing Municipal Medical Security Bureau issued the "Notice of the Beijing Municipal Medical Security Bureau on Optimizing the Payment of Maternity Allowance in This City" on December 25, 2025, clarifying that starting from January 31, 2026, the maternity allowance for enterprise employees in Beijing will be paid directly to individuals. Details are as follows:

  1. Policy Content

    For insured female employees in Beijing who give birth or undergo family planning procedures, induced abortion (or miscarriage), and meet the conditions for claiming maternity allowance, the payment method for the allowance is adjusted to be directly paid to the insured female employees themselves.

  2. Application Process

    The insured employer can apply online through the "Employee Maternity Allowance Registration and Application" module on the unit portal of the Beijing Medical Security Public Service Platform, or apply offline at the service window of the medical insurance handling agency in the district where the employer is insured. For insured female employees who give birth or undergo induced abortion (miscarriage) at a designated medical institution for medical insurance in this city, once the employee and the insured employer confirm the information on the Beijing Medical Security Public Service Platform, the application process is initiated without the need to upload any materials.

  3. Progress Inquiry

    After application, the insured employer can check the progress through the "Application Progress Inquiry" module on the unit portal of the Beijing Medical Security Public Service Platform. Insured female employees can check through the "Employee Manual Reimbursement Review Process Inquiry" module on the Beijing Medical Security Public Service Platform, the Beijing Medical Insurance WeChat Official Account, the Jing Tong Mini Program, and the National Medical Insurance APP.

  4. Other Notes

    (1)
    Maternity allowance and maternity leave salary cannot be received concurrently

    If an employee has received maternity allowance, it is deemed that the employer has paid the corresponding amount of wages. If the maternity allowance is lower than the employee's original wage standard, the difference shall be made by the employer.

    Duration of Maternity Leave

    According to the "Beijing Municipal Regulations on Population and Family Planning," the maternity leave days enjoyed by female employees after childbirth are as follows: 98 days for a normal delivery, an additional 15 days for a difficult delivery, an additional 15 days for each additional baby in a multiple birth, and 60 days of extended maternity leave. Taking a normal delivery of a single baby as an example, the total maternity leave days for a female employee is 98 + 60 = 158 days.

    Payment of Social Insurance and Housing Provident Fund

    During maternity leave, the employer shall continue to pay social insurance and the housing provident fund for the employee normally. The employer may negotiate with the employee in advance regarding the method of deducting the employee's personal contribution portion of social insurance and the housing provident fund, and both parties shall jointly fulfill the payment obligations.
