Announcement on Further Optimizing Port Business Environment and Promoting Cross-border Trade Facilitation Measures

To optimize the business environment and further enhance the facilitation level of cross-border trade at the Beijing port, Beijing Customs issued and implemented the Announcement on Further Optimizing Port Business Environment and Promoting Cross-border Trade Facilitation Measures on February 10, 2021.

Continue to promote simplified documents and increase the speed of approval and filing

Consolidate and strengthen the reform effect of streamlining the documents attached to customs declaration.

Continue to implement relevant measures to streamline the documents accompanying customs declarations. Enterprises are exempted from submitting contracts and packing lists during import declarations, and commercial documents such as contracts, Fapiao, and packing lists are exempted during export declarations.

Further improve the speed of import quarantine approval.

Fully implement paperless inspection and approval of entry (transit) animals and plants and their products. For compliance approval applications, in principle, the directly affiliated customs level approval will be completed within 3 working days. Priority approval will be given to fresh products such as meat, chilled aquatic products, and pasteurized milk.

Vigorously reduce the time for filing import coatings.

Reduce the processing time limit of the Notice on Acceptance of Imported Paint Filing Application within 4 working days, the processing time limit for the Imported Coating Recording Form or written notification to the filing applicant is compressed to be completed within 2 working days.

Further improve the level of paperless customs clearance.

Further promote the application of the electronic version of the Inspection & Quarantine Certificate for Entry Goods. If an enterprise chooses to apply for the Inspection & Quarantine Certificate for Entry Goods during import declaration, the electronic information of the Inspection & Quarantine Certificate for Entry Goods can be inquired online.

Continue to promote customs clearance reform to improve customs clearance efficiency

Deepen the reform of the Two-step Declaration model.

Support and encourage enterprises to adopt the Two-step Declaration model and the Advance Declaration and Two-step Declaration model for customs declaration, effectively take advantage of the Advance Declaration, Two-step Declaration and Collective Taxation policy stacking advantages.

Promote the reform of the Two-stage Access regulatory model.

Full implementation of the Two-stage Access regulatory model for imports in the Beijing Customs District. For eligible goods, enterprises can apply for transfer inspection, conditional lift-off, and combined inspection at port destinations.

Optimize the customs inspection operation mode.

During the continued implementation of epidemic prevention and control, consignees and consignees will be exempted from on-site inspections, and flexible inspections will be implemented. For goods with special transportation requirements, flexible inspections by appointment, factory inspections, and warehouse inspections will be adopted to reduce the risk of cargo removal and enterprise inspection waiting time.

Optimize the inspection and supervision of food and cosmetics samples.

For imported food and cosmetics samples, food and cosmetics used for record registration, research and development testing, trade display, etc., except for quarantine requirements, Chinese labels, sampling tests, and hygiene evaluation materials are exempted, samples for registration, R&D and testing purposes are exempted from providing the import health food approval certificate and the import non-special use cosmetics record certificate or the import special use cosmetics administrative license approval document.

Promote innovation in the supervision of special health and quarantine items.

Relying on the Zhongguancun Inspection and Quarantine Test Zone, the intelligent approval of low-risk special items is implemented, and the special item supervision system automatically completes the approval after checking the product information. Innovate the risk assessment model of high-risk samples for scientific research. It adopts a rapid risk assessment model for samples that are urgently needed for import and small batches of scientific research, simplifying the requirements for risk assessment materials for non-commercial samples or laboratory exchange samples.

Optimize tariff technical services.

Comprehensively implement the pre-arbitration services of classification, price, and origin, and guide enterprises to declare legal compliance. At the same time, innovate the tax-related pre-audit system, explore the mechanism of No Penalty for the First Error due to tariff technical reasons, and fully protect the rights and interests of law-abiding enterprises.

Promote the application of the Third-party Acceptance system in customs clearance.

For imported auto parts, batteries, etc. that need to be sampled and sent to the laboratory for testing, the third-party certification, test report or enterprise quality and safety self-declaration can be used for quick inspection and quick release, further reducing the proportion of sending to the laboratory for testing. Continue to implement Declare First and Verify Later for imported auto parts that are exempt from compulsory product certification.

Guide companies to actively disclose violations.

Enterprises take the initiative to report to the customs in writing their violations of customs supervision regulations and accept the customs’ handling. If the customs determines that it is voluntarily disclosed, it can be given a lighter or mitigated punishment or be exempted from punishment in accordance with the law. The enterprise discovers that underpaid or missed tax through self-inspection and voluntarily makes up payment. If the customs determines that it is voluntarily disclosed, it can reduce or exempt the late payment fee according to law.

Opened a green channel for the declaration of materials for the Winter Olympics.

Set up a special customs clearance service area for the 2022 Winter Olympics, the Winter Paralympics, and other international events to achieve immediate inspection and immediate release.

Continue to promote port coordination and strengthen cross-regional customs clearance collaboration.

Innovate the Dual Hub characteristic supervision model.

Relying on the advantages of the Double Hub international aviation airport, improve the supervision process for the dual-alternate airport disposal of incoming flights, establish a One Place, Two Airports emergency response contact mechanism for alternate flights to improve the efficiency of air transportation in Beijing.

Implement interoperability and sharing of facilitation measures for advanced certified companies.

Implement the mutual recognition of the facilitation measures for advanced certified enterprises in Beijing and Tianjin and realize the sharing of preferential treatment such as exemption of guarantee for advanced certified enterprises across the customs area. Strengthen the cultivation of corporate credit, and further expand the number of AEO advanced certified companies. Add a special customs clearance window for AEO certified companies and assign special personnel to solve unexpected problems and provide accurate services for AEO certified companies.

Support the development of new industry forms such as cross-border e-commerce.

For cross-border e-commerce B2B exports, convenient measures such as One-time Registration, One-point Connection, Convenient Customs Clearance, Simplified Declaration, Priority Inspection, Permission for Customs Transit, and Convenient Return of Goods have been introduced. Encourage Beijing enterprises to carry out cross-border e-commerce B2B exports through Tianjin Port. Support Tianjin enterprises to carry out cross-border e-commerce B2C exports through Beijing Airport.
