Foreign Artists to Apply for Work Permit in Taiwan
Considering the working circumstance for artists to undertake cases by themselves, instead of being employed by a certain employer is prevalent. To optimize the working environment for arts and cultures in Taiwan, the article 10th is stated “A foreign professional who works as an artist may, without applying through an employer, apply direct to the Ministry of Labor for a permit to engage in artistic work in the State.” in “Act for the Recruitment and Employment of Foreign Professionals”, which aims to attract more and more foreign artists to work in Taiwan. The accessible business items to work in Taiwan as following:

Performing and visual art: Referred to creation, research, investigation, production, exhibition, promotion, workshop, forum, review, or contest in the field of music (excluded pop music), dance, art, drama, environmental arts, photography.

Publication: Referred to graphic creation, review, copyright leasing agent, edition, translation, exhibition, or research in the field of newspaper, magazine, publication or other cultural arts of these kinds.

Movie, radio and pop music: Referred to creation, research, investigation, production, exhibition, promotion, workshop, forum, review, or contest in the field of movie, radio, television, pop music or other cultural arts of these kinds.

Art craft: Referred to creation or instruction by leather, ceramic, rock, glass, fiber (dyed, weaved), lumber, bamboo, paper, metal, varnish, or mixed media.
The applicant is able to apply for an application of work permit by meeting one of the following conditions:

Performing and Visual Art
|
The applicant shall meet one of the following qualifications:

Working experience in the applied field of art over 10 years and
special performance and transcendence.

Obtained
a master’s or higher degree from a domestic or foreign university and working
at the applied field of art over 5 years; or obtained a bachelor’s or higher
degree from a domestic or foreign university and working at the applied field
of art over 3 years.

Obtained the
recommendation letter or certificate issued by the competent authority in
applicant’s country with special performance in the field of art.

Publication
|
The applicant shall meet one of the
following qualifications with the working experience in the field of
publication over 8 years:

Acted as a managerial officer or
editor in a publisher of international newspaper, magazine, and media.

Obtained the significant prize in
literature, comic or other related fields in the applicant’s country.

Obtained the
recommendation letter or certificate issued by the competent authority in
applicant’s country with special performance in the field of publication.

Movie, Radio, and Pop Music
|
The applicant shall meet one of the
following qualifications:

Nominated as the winner of international
movie, radio and television, pop music contest in the applicant’s country or Taiwan.

Acted as a managerial officer or above in
a medium-or-above scale of movie, radio and television or pop music
institution.

Obtained the
recommendation letter or certificate issued by the competent authority in
applicant’s country with special performance in the field of movie, radio and
television or pop music.
The significant prized mentioned at the 1st point shall be pursuant to the announcement
issued by Ministry of Culture.

Art Craft
|
The applicant shall meet one of the following qualifications:

Nominated as the winner of international art craft contest in the applicant’s country or Taiwan.

Acted as the vice professor or above at the department of art craft
related in a foreign professional university or college.

Obtained the
recommendation letter or certificate issued by the competent authority in
applicant’s country with special performance in the field of art craft.
