Q&A Regarding Convention Abolishing the Requirement of Legalisation for Foreign Public Documents (5)

Answer
Q:
Does the enterprise need to apply for additional certificates for one original and three copies of the bills for the same goods?
A:
Whether additional certificates are required for copies of bills is determined by the country of use of the document. If the country using the document requires additional certificates to be issued for copies of the relevant documents, they should be processed according to the other party's requirements.

Q:
How can Chinese citizens residing in a State party to the Convention obtain notarization and additional certificates of facts occurring in China?
A:
If the fact of birth, family relationship, or not subjected to criminal punishment of a Chinese citizen residing in a State party to the Convention occurred in China, the applicant shall apply for foreign-related notarization from a domestic notary office, and apply for additional certificates from the Ministry of Foreign Affairs or the local foreign affairs office entrusted by it. If the parties are unable to return to China in person, they may entrust others to act as agents.

Q:
Can I apply for additional certificates from Chinese embassies and consulates abroad for documents that have been brought to States parties to the Convention?
A:
You can't. Chinese embassies and consulates abroad do not accept additional certificate applications issued by domestic notarial or other supporting documents concerning foreign affairs. The parties concerned shall return the documents to China and apply for additional certificates issued by the Ministry of Foreign Affairs or the local foreign affairs office entrusted by the Ministry in accordance with the procedures. If the parties are unable to return to China in person, they may entrust others to act as agents.

Q:
If a document issued by foreign embassies and consulates in China for their own citizens is to be used in China, do I need to apply for additional certificates from the competent authorities of China?
A: In principle, the documents issued by foreign embassies and consulates in China for their own citizens and used in China are not required to apply for additional certificates from the Chinese side.

Q:
Is additional certificate required for Mainland documents to be sent to Hong Kong or Macau for use?
A: The foreign-related notarial certificates sent to Hong Kong for use need to be confirmed by the Consular Department of the Ministry of Foreign Affairs, rather than consular certification or additional certificates, but the procedures and requirements are basically the same.
