Can not. If the unit does not register the payment of the housing fund or does not go through the procedures for the establishment of the housing fund account for its employees, the Housing Fund Management Centre shall order it to do so within a time limit; Those who fail to do so within the time limit shall be fined not less than 10,000 yuan but not more than 50,000 yuan.

Q:
Under what circumstances can housing fund be withdrawn?
A:
Employees who have one of the following circumstances can withdraw the storage balance from their housing fund account:
  1. Purchasing, constructing, rebuilding or overhauling self-occupied houses;
  2. Retired;
  3. Completely losing the ability to work and terminating the labor relationship with the unit;
  4. Those who have settled abroad;
  5. Repaying the principal and interest of the house purchase loan;
  6. The rent exceeds the prescribed proportion of the family's salary income;
  7. Living in difficulties and receiving the urban minimum living security fund;
  8. Encountering unexpected events that cause serious difficulties in family life;
  9. Migrant workers who enter the city and terminate their labor relationship with the unit;
  10. Those sentenced to death, life imprisonment or fixed-term imprisonment while in office reach the statutory retirement age of the state at the end of the term of imprisonment;
  11. Dead or declared of death
  12. Other circumstances stipulated by the Beijing Housing Fund Management Committee.

Q:
Under what circumstances need to handle personal housing fund transfer procedures?
A:
Under any of the following circumstances, the unit or employee shall go through the personal housing fund transfer procedures, and the personal housing fund account under the original unit housing fund account shall be transferred to the new unit or centralized storage warehouse:
  1. Employees who are transferred to work within the scope of this city;
  2. Employees transferred in or out of this city;
  3. The unit is merged or divided;
  4. After the revocation, dissolution, or bankruptcy of the unit, the employee housing fund enters the centralized storage warehouse for management;
  5. Establishing labor relations between employees of centralized storage warehouses and new units;
  6. Other items that require transfer procedures.

Q:
Can the unit not seal or transfer the housing fund account for employees who have resigned?
A: If the unit does not handle the procedures for the sealing and transfer of the housing fund account for the employee, the employee can apply for the management centre to supervise the unit with valid certification materials. If the application is not processed after being urged, the management centre can handle it according to the individual's application.

Q:
Can employees personally go to the transfer management department to handle transfer procedures?
A: If an individual employee needs to handle the transfer business under special circumstances, the individual employee shall handle the transfer formalities with the original ID card and a copy to the transfer management Department.
