Recognition Criteria of Beijing Regional Headquarters of Multinational Companies
The Beijing regional headquarters of a multinational company refers to a foreign-invested enterprise authorized by its overseas parent company to undertake investment, management, service and other functions in a certain area.
To be recognized as the Beijing regional headquarters of a multinational company, in addition to meeting the above definitions, the following conditions should also be met simultaneously:

The overseas parent company directly or indirectly holds no less than 50% of the shares, and the total assets of the overseas parent company are 100 million US dollars or more (inclusive).

With a registered capital of over 1 million US dollars (inclusive) in Beijing;

C.
|
In continuous operation in Beijing for more than one year.

It can be handled through the notification and commitment method or by choosing the general method.

Application materials for the recognition of the Beijing regional headquarters of a multinational company
A.

An application letter signed by the legal representative of the enterprise undertaking the functions of the regional headquarters (including basic information of the overseas parent company, investment situation in China and total registered capital, organizational chart of the parent company's invested enterprises in China, introduction of the applying enterprise and application matters, etc.);

B.
|
Explanatory materials for undertaking the functions of regional headquarters;

C.
|
Asset situation description materials issued by the overseas parent company.

For applications handled in the general way, the above-mentioned application materials should be provided. For those handled through the notification and commitment method, "Notification and Commitment Letter for the Recognition of Regional Headquarters of Multinational Companies" should also be provided.

What are the incentive policies for the recognition of the Beijing regional headquarters of multinational companies
The reward standards for the recognition of headquarters enterprises in the Beijing area are not uniform but are independently stipulated based on the standards of each region in Beijing. Moreover, applications must be submitted within the prescribed time limit before they can be enjoyed. Rewards for the recognition of headquarters enterprises in Beijing Economic-Technological Development Area

A support of 3 million yuan will be provided to regional headquarters enterprises of multinational companies recognized by the Municipal Bureau of Commerce, and a support of 2 million yuan will be provided to foreign-funded R&D headquarters enterprises recognized by the Municipal Bureau of Commerce. The above-mentioned scope of headquarters enterprise recognition does not include the real estate industry, whose headquarters’ recognition shall be implemented in accordance with relevant industry policies.

The recognition rewards will be paid in three years at a ratio of 40%, 30%, and 30% respectively.

Reward for the recognition of headquarters enterprises in Tongzhou District, Beijing

For projects with an actual investment of 2 million yuan (inclusive) or more and having certain influence within the district, a maximum financial support of 500,000 yuan will be rewarded.

For projects with actual investment of 3 million yuan (inclusive) or more and having great influence in the city or district, a maximum of 1 million yuan in financial support will be rewarded.

For projects with an actual investment of 5 million yuan (inclusive) or more and having significant influence both domestically and internationally, a maximum of 2 million yuan in financial support will be rewarded.

Reward for the recognition of headquarters enterprises in Chaoyang District, Beijing
Support headquarters enterprises in developing cross-border trade. Headquarters enterprises that are newly established or pass the AEO advanced certification for the first time will be given one-time financial support of 200,000 yuan.
