On July 1, 2025, Shanghai officially implemented the upgraded Measures for the Administration of Residence Permits for Overseas Talents in Shanghai (known as "Talent Residence Permit B Version 3.0"), which will remain valid until June 30, 2030. As a key initiative for Shanghai to attract and retain international high-end talents, the new policy focuses on process efficiency, benefit depth, and quality of life. Through an all-dimensional upgrade, it provides more convenient and considerate support for foreign talents and their families, further strengthening Shanghai's competitiveness as a global talent hub.

    Version 3.0 of Talent Residence Permit B has significantly simplified the permit management process. For instance, the reporting of loss and reissuance of the permit can now be completed "entirely online", with the verification time shortened from 7 days to 5 days. Employers can submit applications online via the "One-Stop Online Service Platform"; after the preliminary review of materials is passed, only one offline submission is required to complete the permit production and issuance. This "online preliminary review plus offline confirmation" model not only reduces the need for repeated trips but also improves administrative efficiency.

This reduces the hassle of frequent permit renewals and stabilizes expectations for long-term development.

    Version 3.0 of Talent Residence Permit B has further expanded the scope of beneficiaries to cover the following five categories of overseas talents:

    Applicants need to prepare a passport/permanent residency certificate, academic certificate, Shanghai address certificate, employment contract, and individual income tax payment certificate (tax payment records can help increase the verified validity period of the permit).

    Employers submit applications through the "One-Stop Online Service Platform", and preliminary review results will be feedback within 5 working days. After passing the preliminary review, applicants follow the guidelines to complete offline material submission and permit collection.
