Adjustment of Contribution Base for Social Insurance for 2020 in Dongguan
According to the statistics data released by Statistic Bureau of Guangdong Province, the monthly average salary for on-post employees working for urban companies for the year 2019 in Dongguan is RMB6,168, and monthly average salary of on-post employees for the year 2019 in Dongguan is RMB5,305. Starting from July 1, 2020 to June 30, 2021, the contribution base for social insurance in Dongguan will be adjusted to the new standards accordingly. The average salary of the on-post employees working for urban companies in Guangdong Province for the year 2019 is RMB 6,756.
Dongguan adjusted the minimum and maximum contribution base for social insurance recently. The following base standard have been effective from 1 July 2020.

From 1 July 2020, the maximum contribution base for pension insurance shall not exceed 300% of the last year’s average salary of on-post employees working for urban companies in Guangdong Province, which will be adjusted to RMB20,268 (i.e.RMB6,756*300%); the minimum contribution base for pension insurance shall not be lower than 60% of the average monthly salary of on-post employees working for urban companies in Dongguan, which is RMB3,376 (i.e.RMB5,626 ×60%).

The contribution base for basic medical insurance and supplementary medical insurance for hospitalization is last year’s average monthly salary in Dongguan, which will be adjusted to RMB5,305 from July 2020.

From 1 July 2020, the maximum contribution base for personal account of medical insurance, unemployment insurance and maternity insurance shall not exceed 300% of the last year’s average monthly salary of on-post employees working for urban companies in Dongguan, which will be adjusted to RMB18,504 (i.e.RMB6,168 × 300%); and shall not be lower than the minimum wages of Dongguan (i.e.RMB1,720).

There is no limitation for contribution base for employment injury insurance in Dongguan, floating rate system will be adopted.
