Introduction to Taiwan Labor Insurance System

Taiwan labor insurance is an insurance service applied by companies with monthly premiums. The insurance covers for injury, disability, maternity, death and old age. It is a mandatory for employers to apply the labor insurance for their employees. The premium ratio is: 20% fir labors, 70% for employers and 10% for the government.

  1. Target Audience

    According to Article 6 of the Taiwan Labor Insurance Act, workers over the age of 15 and under the age of 65 should be covered by labor insurance (except persons who have been covered by civil servant or military insurance). School teachers with full-time or part-time jobs in other places or apply insurance through a union, must apply for labor insurance as well (labor insurance allows duplicate application).

  2. Salary Declared

    The salary declared for labour insurance shall be decided by comparing the month salary received with the “Taiwan Labor Insurance Salary Declared Grading Table”.

  3. Reimbursement Items and Rules

    There are many items for labor insurance reimbursement, which can be mainly divided into ordinary accident, occupational and employment payment. Ordinary accident payment includes giving birth, injury and illness, and disability, etc. Occupational payment includes medical and death, etc. Employment payment include unemployment, vocational training and living allowance, and parental leave, etc.

  4. Part-time Staff

    If the job lasts for 3 month or above and considered as stable, but only the working hours may vary by month or week, then labor insurance application is recommended, and the labor is qualified as insured for the whole month. If the monthly salary may vary every month, then it is considered as unstable monthly salary, and an average salary of 3 months can be used as the salary declared.

  5. Short-term Staff

    If the job is short-term and temporary, such as harvesting for 2 days, then the employer is required to apply for the insurance on the first day and withdraw on the second day, which allows the labor to enjoy the insurance for the 2 working days. The daily salary shall be counted for declared salary, if the employee is paid by hourly wages, then it shall convert to an 8 hour daily wage.
