At present, there are mainly six ways to settle in Shanghai:

• Shanghai residence permit transfer;
• Freshmen settle down;
• Seek refuge and settle down;
• Talent introduction and settlement;
• Settlement of international students;
• Venture capital talents settle down;
  
  

The following five conditions need to be met:

• Hold the "Shanghai Residence Permit" for seven years;
• Declare the Social Insurance in Shanghai for seven years according to regulations;
• Declare individual income tax in Shanghai during the period of holding the certificate;
• Applicants who have been appraised as intermediate-level or above professional technical positions or possessed professional qualifications as technicians (national second-level vocational qualification certificates) in Shanghai, and the professions and types of work correspond to the positions employed;
• In line with the current family planning policies of our country and this city, there is no criminal record and other situations where it is not suitable to transfer permanent residence.
  
  

If one of the following conditions is met, priority may be given to the account of this city:

1.	The declaration for contribution base of social insurance in Shanghai for the last three consecutive years is more than twice the average wages of employees in this city last year, or the technical management and key position personnel whose taxable salary income has been higher than the average annual salary income level of the middle-level technical, skill or management positions in the same industry in the last three consecutive years may not be restricted by professional technical positions or occupational qualification levels;
2.	Based on the individual's direct investment (or investment share) in Shanghai, the cumulative taxable amount of the three consecutive tax years and the minimum annual payment have reached the city's prescribed standard, or the relevant investment and entrepreneurial talents  those who have number of employees employed in the city reached the prescribed standard for three consecutive years, they may not be restricted by professional technical positions or professional qualification levels;
3.	Those who have made significant contributions and received corresponding awards in this Municipality, or have been appraised as senior professional technical posts or senior technicians (national first-level vocational qualification certificates) in this Municipality, and whose professions and types of work correspond to the positions employed, they may not limited by the number of years of holding the certificate;
4.	If you have worked in education, health and other positions in the outskirts of the city for 5 years, the period of certificate and insurance can be shortened to 5 years.

According to the "Scoring Methods of Non-Shanghai Students from Normal Colleges and Universities Applying for Shanghai's Household Registration Score" issued by the Shanghai Student Affairs Centre, if the current graduates have reached the standard score of 72 points and meet the relevant conditions, they can apply within the specified time. (The entry criteria for entering Shanghai in 2019 is 72 points, and it has not yet been announced in 2020.

Non-resident freshman who meet the following requirements can be employed by the employer to apply for the city’s household registration:

• Comply with laws and regulations and school rules and regulations;
• Listed in the national unified enrolment plan of ordinary colleges and universities, full-time and not directed or entrusted training, completed school and obtained corresponding graduation certificate and degree certificate;
• During the school period, he/she did not have any labour relationship or employment relationship with any employer and did not pay social insurance. If the enterprise pays social insurance for it, it is not subject to this condition.
• Sign an employment agreement with an employer that meets the application requirements set forth above for a labour or employment contract period of one year or more. Dispatched personnel of intermediary agencies will not be accepted.
