The Commercial Services Bureau of Guangdong-Macao In-depth Cooperation Zone in Hengqin recently released the administration measures on individual business filing in Hengqin, which allowing individual operators to carry out individual business operations in Hengqin upon completion of individual business filing without commercial registration. The detailed regulations are as follows:

1. Application Scope
   
   Chinese citizens engaged in short-term individual business operations in Henqin, including mainland residents, Chinese citizens of the permanent residents of Hong Kong SAR and Macao SAR and residents of Taiwan, may apply for individual business filing.
   
   
2. Filing Items
   
   (1) The name, address and contact number of the operator.
   (2) The business scope.
   (3) The site for business operation.
   (4) The term of operation.
   
   
3. Term of Operation
   
   The term of operation for individual business filing shall not exceed 6 months. The term of operation can be extended once. But the extended term shall not exceed 6 months. The individual business filing will become invalid automatically upon the expiration of the term of operation.  
   
   
4. Filing Restrictions
   
   The applicant can only apply for one individual business filing at one time. For the second application, the application shall be submitted 6 months after the expiration of the previous term of operation or 6 months after the operator withdraw due to the change of operator.
   
   
5. Transformation
   
   During the term of operation, the applicant may apply for transformation into individual industrial and commercial household or enterprise, and apply for business license form the Commercial Services Bureau. The materials that have been submitted before are not required to be submitted again.
   
   
6. Implementation Period
   
   The administration measures shall be implemented from 12 April 2024 and are valid for 5 years.
