Official Launch of Northbound Travel for Hong Kong Vehicles

Recently, the governments of Guangdong Province and Hong Kong Special Administration Region announced the official launch of the scheme of Northbound Travel for Hong Kong Vehicles, which will be open for application from 9 am on 1 June 2023 and approved Hong Kong private cars can travel between Hong Kong and Guangdong via the Hong Kong-Zhuhai-Macao Bridge from 0 am on 1 July 2023.

According to the scheme, the applicant must be a Hong Kong resident who possess a valid Hong Kong identity card, a valid Mainland Travel Permit for Hong Kong and Macao Residents and the applicant must be the registered owner of the private car concerned.

The non-commercial private car concerned must be registered under the name of an individual, the vehicle must be in seating capacity of eight or below (including the driver) and must not exceed six metres in length.

Owners of Hong Kong vehicles can take out "unilateral recognition" insurance policies issued by Hong Kong insurance companies which fulfill relevant requirements, such that there is no need to separately purchase Compulsory Traffic Accident Liability Insurance for Motor Vehicles of the Mainland

The duration of stay in Guangdong Province must not exceed the validity period of the relevant permits/licences. The applicant's vehicle may stay for no more than 30 consecutive days upon each entry to Guangdong Province and no more than 180 days within a year in aggregate.

Starting from 9 am on 1 June 2023, applicants are required to submit application via designated website together with relevant supporting documents. The Transport Department of Hong Kong will conduct preliminary vetting based on submitted information and the Mainland authorities will also process the applications.

To implement the scheme in an orderly manner, the governments of Guangdong Province and Hong Kong agreed to introduce a cap on the number of travelling vehicles per day. Applicants who have obtained the relevant licences for the scheme from the Transport Department of Hong Kong and the Mainland departments may book for travelling within a designated period in the subsequent month via the online booking system starting from the middle of each month.
