The Layout of Beijing Pilot Free Trade Zone Announced
On September 24, 2020, the China (Beijing) Pilot Free Trade Zone was officially listed, marking the official establishment of the Beijing Pilot Free Trade Zone! On the same day, the Beijing municipal government authorities held a press conference in respect of the free trade zone project. During the conference, the layout plan of the Beijing Pilot Free Trade Zone was announced for the first time.
The implementation area of the Pilot Free Trade Zone is 119.68 square kilometers, which covers three areas.
The science and technology innovation area covers 31.85 square kilometers, including 21.59 square kilometers of Zhongguancun Science City and 10.26 square kilometers of usable industrial space around Beijing Life Science Park. Among them, the Zhongguancun Science City area mainly covers Cuihu Science and Technology Park, Yongfeng Industrial Base and the surrounding usable industrial space. They and the Beijing Life Science Park are several adjacent professional parks in the Zhongguancun National Independent Innovation Demonstration Zone. With reasonable industrial layout, the Zone has strong technological innovation capabilities and complete supporting facilities. Beijing Pilot Free Trade Zone incorporates part of the above-mentioned park area into the science and technology innovation zone, focusing on the development of a new generation of information technology, biological health, science and technology services and other industries, and builds it into a digital economy pilot zone, a global venture capital center, and a pioneering demonstration zone for innovation and reform of science and technology systems.
The international business service area totals 48.34 square kilometers, including 28.5 square kilometers of usable industrial space around Capital International Airport, 4.96 square kilometers in Beijing’s CBD area, 2.96 square kilometers in Jinzhan International Cooperation Service Area, and 10.87 square kilometers of usable industrial space around the city’s Sub-central Canal Business District and Zhangjia Bay Design Town. These areas are all concentrated and developed areas of Beijing's high-end service industry, and their respective functional positions have their own characteristics and complement each other. The above areas will be included in the international business service area, focusing on the development of digital trade, cultural trade, business exhibitions, medical and health, international shipping and logistics, cross-border finance and other industries, and creating a pilot area for airport economic innovation.
The high-end industrial area is 39.49 square kilometers, mainly including 10.36 square kilometers of usable industrial space on the west side of Daxing International Airport and 27.83 square kilometers of Beijing Economic and Technological Development Zone. Daxing International Airport is a new source of power for national development. Beijing Economic and Technological Development Zone has formed a high-end, high-efficiency, and high-radiation industrial layout dominated by electronic information, biomedicine, equipment manufacturing and automobile manufacturing. It has unique advantages in international scientific and technological cooperation and transnational technology transfer. By incorporating the aforesaid areas, the high-end industrial areas will focus on the development of international finance, cultural creativity, biotechnology, and general health industries, and build areas for transformation of scientific and technological achievements, strategic emerging industries clusters, and international high-end functional institutions clusters.
