Shenzhen Releases Application Guidelines for 2023 GBA IIT Subsidy
On 25 August 2023, the Ministry of Finance and State Tax Administration of the PRC Jointly issued a Circular on Continuing the Preferential Individual Income Tax (IIT) Policies in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) , specifying that the GBA IIT subsidy for overseas high-end and urgently-needed talents working in the nine mainland cities of GBA (including Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou Dongguan, Zhongshan, Jiangmen and Haiqing) is extended until 31 December 2027.
Based on the above Circular, Shenzhen Finance Bureaus, Shenzhen Human Resources and Social Security Bureau, Shenzhen Science and Technology Innovation Bureau and Shenzhen Tax Bureau recently jointly released the Guidelines on the Application of Individual Income Tax Subsidies by Overseas High-End and Urgently-Needed Talents for the 2023 Tax Year, which kicked off the application of the GBA IIT subsidy for the 2023 tax year.
The procedures for the application of the GBA IIT subsidy for the 2023 tax year in Shenzhen are as follows:

The individual applicant and the employer shall register a user account on the Guangdong Province Unified Identity Authentication Platform (http://tyrz.gd.gov.cn/). The individual applicant is required to complete real name authentication.

During the period from 15 May 2024 to 15 June 2024, the individual applicant shall submit the application for the GBA IIT subsidy, provide relevant proof materials, make a written commitment and submit them for review to their employer through the Guangdong Province Government Services Website (https://www.gdzwfw.gov.cn/).

After reviewing the materials and providing a written statement and commitment, the employer shall submit the application through the website before 15 June 2024.

An individual applicant who are reporting income from personal services may apply for the GBA IIT subsidy independently. However, if the tax amount paid includes IIT from wages or salaries, the application must be processed through the employer.
