Shenzhen Entrepreneurship Subsidy for Hong Kong and Macao Youth
According to the Implementation Rules for Further Supporting Employment and Entrepreneurship of Hong Kong and Macao Youth in Shenzhen, which came into effect on 25 April 2023, eligible Hong Kong and Macao youth can apply for a series of entrepreneurship subsidies in Shenzhen. The subsidies mainly include:

One-off Subsidy
Subsidy Standard: RMB10,000 per person.
Application Conditions: Having paid social insurance premiums for at least 6 consecutive months in their startup enterprise.

Social Insurance Subsidy
Subsidy Standard: A monthly social insurance subsidy will be provided based on the minimum payment standard of social insurance premiums in Shenzhen paid by the employer, with a maximum subsidy period of no more than 3 years.
Application Conditions: Having paid social insurance premiums for at least 3 consecutive months in their startup enterprise.

Office Rent Subsidy
Subsidy Standard: The maximum monthly amount is RMB1,560 and the maximum subsidy period shall be no more than 3 years.
Application Conditions: Having paid the office rent for at least 3 months and paid social insurance premiums for at least 3 consecutive months in their startup enterprise.

Employment Subsidy
Subsidy Standard: A subsidy of RMB2,000 per person will be provided for those who recruit 3 employees or less. For those who recruit 4 employees or more, a subsidy of RMB3,000 will be provided for each additional employee, which will be capped at RMB30,000.
Application Conditions: The startup enterprise have signed one-year or more labour contracts with the employees and paid social insurance premiums for the employees for at least 6 consecutive months.

Entrepreneurship Guarantee Loans and Interest Discount
Standard: The maximum amount of personal entrepreneurship guarantee loan shall not exceed RMB600,000. For partnerships, a "bundled" loan can be provided up to RMB600,000 per person with a maximum total loan amount of RMB3 million. The maximum loans provided to micro and small enterprises shall not exceed RMB5 million. Entrepreneurship guarantee loans can enjoy fiscal interest discount.

Eligible Hong Kong and Macao youths refer to residents from the two special administrative regions of no more than 45 years old who hold a Chinese nationality.

Startup enterprises refer to micro and small enterprises, individual businesses, social organizations, law firms, accounting firms, farmers' professional cooperatives and so on. which are registered in Shenzhen within three years.
