Application for permanent residence of foreigners in China (all known as China “Green Card”) currently can be divided into four categories, that is, work and employment, investment, special contributions, and family reunion. Different areas or cities may have different rules for foreigners to apply for permanent residence in China. Applicants could consult with their local public security departments for the specific application conditions and requirements.

Currently, foreigners who meet the following conditions may apply for permanent residence in Beijing:

1. Foreigners who have worked in Beijing high-tech enterprises, encouraged foreign-invested enterprises, foreign-invested advanced technology enterprises, or foreign-invested product export enterprises for 4 consecutive years by holding the position of deputy general manager, deputy factory director and above or have titles of associate professor, associate researcher and above or enjoy the same treatment, and have resided in China for cumulative 3 years within the 4 consecutive years and with good tax payment record.
2. Foreign Chinese holding Ph.D. degree or above who works in an enterprise in Beijing with a work-type residence permit.
3. Foreign Chinese holding work-type residence permit, working for an enterprise registered in Zhongguancun area for 4 consecutive years and residing in China for no less than 6 months each year within the 4 consecutive years.
4. Foreigners who have worked in Beijing for 4 consecutive years and have resided in China for no less than 6 months each year, with an annual salary (before tax) exceeding RMB500,000, have paid individual income tax of more than RMB100,000 each year for the 4 consecutive years.
5. High-level talents or professionals holding work-type residence permit (marked with “talent”) who have worked in Beijing for 3 consecutive years.
6. Foreign Chinese holding work-type residence permit, working for comprehensive pilot enterprise of expanding the opening up of Beijing's service industry for 4 consecutive years and residing in China for no less than 6 months each year within the 4 consecutive years.
7. Foreigners who have worked as professors or associate professors or enjoyed the same treatment in key universities in Beijing for 4 consecutive years and have resided in China for no less than 3 years in the 4 consecutive years with good tax payment record.
8. Foreigners who have worked in affiliated institutions under the State Council or provincial people’s governments, enterprises or public institutions undertaking the national key engineering projects or major scientific research projects, national laboratory, national key laboratory, national engineering laboratory, national engineering research center, national enterprise technology recognition center, national  engineering research center and foreign investment research center  for 4 consecutive years by holding the position of deputy general manager, deputy factory director and above or have titles of associate professor, associate researcher and above or enjoy the same treatment, and have resided in China for cumulative 3 years within the 4 consecutive years and with good tax payment record.
9. Foreign investors making direct investments as a natural person in Beijing with a total investment amount of USD2 million or above, having a stable investment situation for 3 consecutive years and good tax payment records.
10. Foreign investors making direct investments as a natural person in Beijing with a total investment amount of USD500,000 or above in the encouraged foreign investment industries, having a stable investment situation for 3 consecutive years and good tax payment records.
11. Foreigners who are world’s top talents, professionals with special skills, and celebrities making outstanding contributions to the national economic development and social improvement or are of great value to China;
12. High-level foreign talents who meet the talents recognition criteria and are recommended by Zhongguancun Administration Committee.
13. Foreign members of entrepreneurial teams and foreign technical talents selected and employed by enterprises registered in Zhongguancun area who reach a score of 70 according to the score evaluation standard of foreign talents in Zhongguancun.
14. High-level foreign talents who meet the talents recognition criteria of the comprehensive pilot program of expanding the opening up of Beijing's service industry and are recommended by China (Beijing) Pilot Free Trade Zone leadership office.
15. Foreign innovative and entrepreneurial talents who reach a score of 70 according to the score evaluation criteria for foreign talents of the comprehensive pilot program of expanding the opening up of Beijing's service industry.
16. Foreign spouses married to a Chinese citizen with permanent household registration in Beijing or a foreigner who has obtained permanent residency in China, with the marriage relationship lasting for 5 years, who have stayed in China for no less than 9 months each year within 5 consecutive years before the date of application.
17. Foreigners under 18 years old and unmarried, one or both parents are Chinese citizens with permanent household registration in Beijing or foreigners with permanent residency in China.
18. Foreigners who have no immediate family members abroad, live as a dependent of a Chinese citizen with permanent household registration in Beijing or a foreigner obtained permanent residency in China, have reached the age of 60, stayed in China for no less than 9 months each year within 5 consecutive years before the date of application.
