It adopts a rapid risk assessment model for samples that are urgently needed for import and small batches of scientific research, simplifying the requirements for risk assessment materials for non-commercial samples or laboratory exchange samples.

Promote the application of the Third-party Acceptance system in customs clearance.
For imported auto parts, batteries, etc. that need to be sampled and sent to the laboratory for testing, the third-party certification, test report or enterprise quality and safety self-declaration can be used for quick inspection and quick release, further reducing the proportion of sending to the laboratory for testing. Continue to implement Declare First and Verify Later for imported auto parts that are exempt from compulsory product certification.

Guide companies to actively disclose violations.
Enterprises take the initiative to report to the customs in writing their violations of customs supervision regulations and accept the customs’ handling. If the customs determines that it is voluntarily disclosed, it can be given a lighter or mitigated punishment or be exempted from punishment in accordance with the law. The enterprise discovers that underpaid or missed tax through self-inspection and voluntarily makes up payment. If the customs determines that it is voluntarily disclosed, it can reduce or exempt the late payment fee according to law.
