Introduction to the Implementation Measures for Supporting Multi-Channel Flexible Employment

In order to broaden flexible employment development channels, optimize the environment for self-employment, and increase support for flexible employment security, the Beijing Municipal Human Resources and Social Security Bureau issued “The Implementation Measures for Supporting Multi-channel Flexible Employment” (hereinafter referred to as “Implementation Measures” ), which took effect from October 1, 2020.

The flexible employment personnel mentioned in the Implementation Measures mainly include: self-employed persons, part-time employees, and new employment forms (including persons relying on new business platforms such as e-commerce, online car-hailing, online food delivery, express logistics, etc., to achieve employment, but no labour relations are established with enterprises related to the new business platform) and other flexible employment personnel stipulated by laws, regulations, and rules.

Beijing agricultural household registration labour force (males under 60 years old, females under 50 years old) who have achieved flexible employment and registered for employment and trainees during the employment internship period can participate in Beijing’s social insurance. Among them, trainees include college graduates, technical secondary school graduates and technical engineering college graduates from Beijing who have not been employed within 2 years of graduation; registered unemployed persons aged 16 to 24 years old with local household registration; 16 to 24 years old with local household registration rural unemployed or agricultural labour force registered for transfer of employment.

College graduates with Beijing local household registration graduated in year 2020 or graduated and left school within 2 years whose first employment is flexible employment will be given a maximum of three years of flexible employment social insurance subsidy. For those who are enjoying the flexible employment social insurance subsidy and have not achieved stable employment through other forms, the subsidy policy will be extended for one year, and the implementation period will be until December 31, 2020.

Starting from January 2021, flexible employment personnel in Beijing who have been personally entrusted to file and participate in social insurance can pay unemployment insurance premiums at a rate of 1%, and the payment base can be appropriately selected between the lower and upper limits of enterprise employee pension insurance.

Self-employed individuals who participate in the basic endowment insurance for enterprise employees in their personal capacity and various flexible employees who have real difficulties in paying basic endowment insurance premiums in 2020 may voluntarily postpone their payment. The payment can be continued in 2021, and the payment period is accumulated. For monthly unpaid fees in 2020, you can make a repayment before the end of 2021, and the payment base can be selected independently within the upper and lower limits of Beijing personal payment base at the time of repayment.

6.
Those with Beijing household registration engaging in self-employed business in Beijing will be supported by secured loans for entrepreneurship in accordance with regulations.

Support high-quality training resources such as colleges and training institutions, and internet platform companies to promote online and offline new training models around new occupations such as digital manager, internet marketer (webcast) and online learning service teacher. In the fields of elderly care, childcare, housekeeping, security, express delivery, etc., organize and carry out training for the improvement of the skills of employees.

Expedite the employment and unemployment registration channels for employees who have realized flexible employment in Beijing. Flexible employment registration and unemployment registration could be proceeded online by logging in to the Beijing Municipal Human Resources and Social Security Bureau government website, Beijing Human Resources and Social Security APP and WeChat Official Account. Offline flexible employment registration can be handled at the local public employment service agency of employment; offline unemployment registration can be handled at the resident regional public employment service agency; for those whose permanent residence is not Beijing, they can choose to go to public employment service agency in the insured or the employment place. Among them, the insured place refers to the place where the unemployed participate in social insurance in Beijing before becoming unemployed; the place of employment refers to the place where the unemployed goes through employment registration in Beijing before becoming unemployed.

Beijing will also unblock the flexible employment professional and technical personnel title evaluation channels, and the flexible employment professional and technical personnel who meet the requirements of the professional title evaluation can perform the procedures of publicity recommendation and other procedures by the industry associations recognized by the industry competent department, in accordance with the “Beijing Interim Measures for the Administration of Professional Title Evaluation” apply for the evaluation of relevant professional titles.

10.
Public employment service agencies at all levels shall enhance their services for flexible employment personnel, and provide “one stop” public employment services such as flexible employment policy consultation, job registration, career guidance, job recommendation, follow-up visits, etc.; new start-ups adopting flexible employment shall be included in the scope of public employment services and are provided with employment introduction, recommendation matching, employment guidance, policy consultation and other services.

11.
The information system of the human resources market and the internet service platform of the “Employment Supermarket” dynamically update and release new occupations required by the society and update occupation classifications, to provide more job-hunting opportunities for workers.

12.
Encourage operational human resource service organizations to provide standardized and orderly job recruitment, skills training, human resource service outsourcing and other professional services for flexible employees. Organize job fair activities in a combination of online and offline methods and encourage the organization to set up flexible employment areas in the venue to release supply and demand information.
