The municipal and district people’s governments shall promote fair employment of women, prevent gender discrimination in employment, provide public employment services for women whose employment is affected by childbirth, and protect women's legitimate rights and interests in employment. |

The following legal responsibilities have been deleted: Couples who have children in violation of the regulations shall pay social maintenance fees in accordance with the law. Specific measures for the collection of social maintenance fees shall be formulated by the municipal people’s government. The couples who enjoy the rewards and preferential treatment stipulated in Article 19 of the Regulations and bear children again shall stop their rewards and preferential treatment and withdraw their “Honour Certificate for Parents of Only Child”. The staff of government office, enterprises and institutions, social organizations or other organizations who give birth in violation of these Regulations shall be given administrative or disciplinary sanctions by the units to which they belong; hospital and medical expenses during childbirth shall be paid by themselves, and wages and benefits shall be suspended during maternity leave; within three years, they shall not be rated as advanced individual or promoted, and shall cancel a rank transfer. |
