Work Pass Exempt Activities in Singapore

Q:
What is this about?
A: You are allowed to perform certain short-term work activities in Singapore without a work pass. These include seminars, journalism, sports and many others. You must notify Ministry of Manpower (“MOM”) when you arrive.

Q:
What are the requirements for a Work Pass Exemption?
A:
You must:
1.
Be engaged to perform the Work Pass Exempt activity before you enter Singapore. Please note that this does not guarantee your entry into Singapore. Your eligibility to enter will be assessed at the Singapore immigration checkpoints, like with all visitors;
2. Have a valid Short-Term Visit Pass (“STVP”) issued by the Immigration & Checkpoints Authority (“ICA”) of Singapore that allows you to stay during the activity;
3. Notify MOM of your intention to work in an exempted activity after you enter Singapore, and before starting the activity. It is an offence to start work without letting MOM know; and
4. Comply with other specific legal requirements in Singapore (e.g. registration requirements to practise in Singapore for selected professions).

Q:
How long are you allowed to work?
A:
You are allowed to perform a Work Exempt activity for any number of visits, but up to a total of 90 days in a calendar year (e.g. 3 stints of 30 days under Work Pass Exempt activities).

Q:
What type of activities that you allowed to work without a work pass?
A:
1.
Arbitration or mediation services;
2. Exhibitions;
3. Journalism;
4. Judicial or legal duties in Singapore International Commercial Court;
5. Junket activities;
6. Location filming and fashion shows;
7. Performances;
8.
Specialised Services related to a New Plant/Operations/Equipment;
9.
Seminars and conferences;
10.
Sports; and
11. Tour facilitation

Q:
When you do not need to notify MOM?
A:
You do not need to notify MOM to participate in the following activities for the duration of your STVP in Singapore:
1.
Attend company meetings, corporate retreats or meetings with business partners;
2. Attend study tours or visits, training courses, workshops, seminars and conferences as a participant; and
3. Attend exhibitions as a trade visitor.

The above activities should not involve a contract of service or a contract for service with an employer in Singapore.

Note:
1.
If you are a trainer or speaker at a training course or workshop, you will need to either notify MOM for a Work Pass exemption or get a Miscellaneous Work Pass;
2. If you take up any on-the-job training, you require a work pass.
