Question

National Health Insurance for Mainland Students

Answer
Q: Do mainland students studying in Taiwan need to enroll in National Health Insurance? Can they choose not to enroll?
A: Mainland students who enter Taiwan with an Exit & Entry Permit bearing the purpose of "Study" are required by law to enroll in the National Health Insurance program. All eligible students must maintain continuous enrollment and pay the required premiums. During the period of valid coverage, insured students are entitled to National Health Insurance benefits in accordance with the law in the event of illness, injury, or childbirth.

Q: When should mainland students studying in Taiwan enroll in National Health Insurance?
A: Enrollment begins after six months of residence in Taiwan. The six-month period includes continuous residence or residence with only one absence of no more than 30 days. For students who arrived in Taiwan before the announcement date, any eligible period of residence may be counted toward the required six-month waiting period.

Q: How do mainland students studying in Taiwan enroll in National Health Insurance? How much is the premium?
A: Students should enroll through their school as a Category 6, Item 2 insured person, or as a dependent of an eligible insured person. Students pay 60% of the premium, while the government subsidizes the remaining 40%.

Q: How can mainland students studying in Taiwan apply for NHI card?
A: For first-time applications:
  1. If not yet enrolled in National Health Insurance: the school will apply for the NHI card when completing the student's enrollment through the NHI Administration's online platform.
  2. If already enrolled but without an NHI card: students may apply through the online platform, submit an NHI Card Application Form by mail, or apply in person at an NHI Administration service center.

Q: How can insured mainland students seek medical treatment?
A:
  1. If not yet enrolled in National Health Insurance: present your NHI card at any contracted hospital or clinic and pay the registration fee and applicable copayment.
  2. If already enrolled but without an NHI card: ask your school for a copy of the enrollment record as proof of eligibility for medical treatment. If you paid the full medical expenses at a contracted healthcare provider, you may apply for a refund at the same provider within 10 days of your visit after receiving your NHI card.
