China Released Action Plan to Stabilize Foreign Investment
Recently, the Ministry of Commerce and the National Development and Reform Commission of the PRC jointly formulated and released the 2025 Action Plan for Stabilizing Foreign Investment, which announced that China will further deepen reform and opening up, refine and implement relevant measures, and effectively boost the confidence of foreign investment.

Remove restrictions on the use of domestic loans by foreign investment companies.

Encourage multinational companies to establish investment companies.

Facilitate mergers and acquisitions by foreign investors in China.

Increase investment in key areas.

Strengthen the promotion of economic policies and business environment.

Deepen the reform of the management system of development zones.

Implement the strategy to enhance free trade pilot zones.

Promote the implementation of major and key foreign investment projects.

Establish a standard system for government procurement of domestic products.

Broaden financing channels for foreign invested enterprises.

Facilitate the movement of personnel.
