HKSAR Government Announces Return2hk Scheme

On 11 November 2020, the government of the Hong Kong Special Administrative Region (HKSAR) announced the "Return2hk Scheme" in a press conference, which allows eligible Hong Kong residents in Guangdong Province and Macao Special Administrative Region to return to Hong Kong without being subject to quarantine. The Scheme will be officially launched from 23 November 2020.

  1. Conditions Required

    Those who meet the following conditions may be exempted from the 14-day compulsory quarantine requirement when returning to Hong Kong:

    (1)
    must be Hong Kong residents;
    (2)
    have not been to places other than Hong Kong, Guangdong Province or Macao in the past 14 days prior to or upon the day of arrival in Hong Kong;
    (3)
    have a proof of negative result of COVID-19 nucleic acid test issued by one of the medical institutions mutually recognised by the governments of Hong Kong and Guangdong / Hong Kong and Macao within 3 days prior to, or on the day of his/her entry into Hong Kong; and
    (4)
    have applied for online reservation and obtained a quota.
     
  2. Procedures

    (1)
    Online Reservation before Returning to Hong Kong

    Any Hong Kong residents who are aged 18 or above may use the online booking system (to be opened on 18 November at 9am) for the Return2HK Scheme to apply for a date-and boundary control point-specific quota during a designated period.

    The quotas for returning to Hong Kong via Shenzhen Bay Port are 3,000 per day, while the quotas for returning to Hong Kong via Hong Kong-Zhuhai-Macao Bridge Hong Kong Port are 2,000s per day. Quotas will be allocated on a first-come-first-served basis. They are non-transferable and will expire after the holders of the quota have entered Hong Kong or after the appointment date.

    (2)
    Arrangement for Taking the COVID-19 Test

    Hong Kong residents with a quota shall take a COVID-19 (RT-PCR) nucleic acid test in one of the medical institutions mutually recognised by the governments of Hong Kong and Guangdong / Hong Kong and Macao within 3 days prior to, or on the day of his/her entry into Hong Kong and obtain a negative nucleic acid test result.

    (3)
    Health Declaration

    The returning Hong Kong resident shall before his/her arrival at the designated boundary control point, transmit his/her valid negative nucleic acid test result to the electronic health declaration system of the Department of Health through “Yuekang Code” or “Macao health code”and fill in other required information, so as to obtain a “Green” QR code for entry into Hong Kong.

  3. Documents Required upon Entry into Hong Kong

    (1)
    The Hong Kong Identity Card or other identification documents;
    (2)
    The confirmation of a successful booking (i.e. the printout of the booking confirmation page); and
    (3)
    Proof of a valid negative COVID-19 nucleic acid test result (original or electronic copy) .
