On 20 October 2020, Qianhai Authority and Development Bureau of the Hong Kong Special Administrative Region Government jointly released two sets of administrative measures for the practice filing of Hong Kong construction and engineering professionals and institutions in Shenzhen Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone. The two sets of administrative measures shall be implemented from 1 October 2020 for a trial period of five years.

1. What kind of professionals can provide construction and engineering related services in Qianhai?
   
   According to the administrative measures, professionals who have been registered with the relevant professional registration authority of the Hong Kong Special Administrative Region and are still within the validity period of registration can obtain the corresponding practice qualifications in the mainland after filing with the Qianhai Authority and practice in Shenzhen Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone. The performance and experience of professionals in Hong Kong and Macao will be regarded as the same as those in China’s mainland.
   
   
2. What kind of institutions can provide construction and engineering related services in Qianhai?
   
   According to the administrative measures, any professional institution that has not less than 3 professionals registered with Qianhai Authority and is still in the validity period in the recognition list published by the Development Bureau of the Hong Kong Special Administrative Region Government can obtain the corresponding practice qualifications in the mainland after filing with Qianhai Authority, participate in bidding and tendering, other engineering construction activities and directly provide construction and engineering related services in Shenzhen Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone. The performance and experience of professional institutions in Hong Kong and Macao will be regarded as the same as those in China’s mainland.
   
   
3. How long is the practice filing in Qianhai valid?
   
   According to the administrative measures, the validity period of Qianhai practice filing for professionals are 5 years, while the validity period of Qianhai practice filing for professional institutions shall be the same as that in the recognition list published by the Development Bureau of the Government of Hong Kong Special Administrative Region, which shall not exceed 5 years. Application for renewal of the practice filing shall be submitted within 90 days before the expiration of the validity period.
