Notice Concerning Further Optimizing Enterprise Start-up Service Issued by of State Administration for Market Regulation and Other Five Departments 

In order to continuously create a market-oriented, legislative and international business environment, further optimize enterprise start-up service and realize the online processing of all enterprise start-up related matters, the State Administration for Market Regulation and other five departments have issued the following notice:

Realize the online processing of enterprise start-up

  • Comprehensively promote the enterprise start-up all in one website. Before the end of 2020, all provinces (autonomous regions, municipalities directly under the Central Government) and Xinjiang Production and Construction Corps will all open the enterprise start-up All in One Website Platform (hereinafter referred to as the “All in One Website Platform”), to achieve all enterprise start-up process be handled online throughout the country.

  • Further deepen online and offline integration services. Promote enterprise registration, seals carving, Fapiao and tax control device application, social insurance and housing fund registration to be processed online by filing One Single Form with the All in One Website Platform. Where conditions permit, the feedback documents can be one time collected over One Window, or delivered by post, self-printing, etc., to achieve No Meeting processing.

  • Continuously optimize the service capacity of the All in One Website. Improve the function designing of the All in One Website Platform, strengthen the information sharing of departments, and realize the online payment of seals carving before the end of 2020. After promoting the realization of one-time identity verification of relevant applicants, all matters related to enterprise start-up can be handled in the All in One Website. Encourage places where conditions permit to realize the processing of social insurance and housing fund registration at any time after the start-up and registration of enterprises are completed in the All in One Website Platform.

Further reduce the time, links and costs related to enterprise start-up

  • Further reduce the time of enterprise start-up. Before the end of 2020, time cost for enterprise start-up will be reduced to less than 4 working days on a national scale. Encourage qualified places to reduce the time of enterprise start-up to less on the premise of ensuring the quality of work.

  • Further reduce the links of enterprise start-up. Before the end of 2020, promote the social insurance and housing fund registration to be done with the All in One Website Platform by filing one form for integrated application, real-time sharing of filling information, and completing registration filing in time. Enterprise applying for carving of common seal with the All in One Website Platform, will not be required to provide the copy of the Business License and the identification materials of the legal representative (person in charge, etc.).

  • Further reduce the costs of enterprise start-up. Encourage places with right conditions to change the collection method of tax control device from “Buy First Offset Later” to “distribution of tax Ukey to newly established enterprises free of charge”.

Vigorously promote the application of electronic Business License, electronic Fapiao and electronic seal

  • Promote the application of electronic Business License. On the premise of strengthening supervision and ensuring security,  promote the application of electronic Business License by relying on the national integrated government service platform, as a legal and effective ID certificate and electronic signature means for enterprises to handle business such as company registration, seals carving, tax services, social insurance registration, opening bank account, etc.

  • Promote the application of electronic Fapiao. Continue to promote electronic ordinary VAT Fapiao and actively promote the electronic special VAT Fapiao.

  • Promote the application of electronic seal. Encourage qualified places to issue management regulations, clarify the responsibilities of departments, refine management requirements, explore the overall promotion of electronic seal application management, and formulate the practice that can be copied and promoted.

The release of the notice also means that, in the future, the functional departments of provinces, autonomous regions and municipalities directly under the central government will continue to strengthen work coordination, steadily promote the work of Enterprise Start-up around the requirements of standardized service construction, and Enterprise Start-up will become more and more standardized and normalized.
