With the rapid development of the global health industry, the medical and health industry is facing new opportunities and challenges. In order to achieve the goal of accelerating the construction of industry highland of the global "intelligent manufacturing of new drugs", Beijing Economic-Technological Development Area (also called “Beijing E-Town”) has formulated a series of incentive measures to support the high-quality development of the medical and health industry. Kaizen has summarized some of the measures for clients' reference.

1. Support Measures
   
   For class I and class II innovative drugs that have entered phase II and phase III clinical trials and achieved the enrolment of patients or obtained the drug registration license for the first time and are determined to be industrialized in E-Town, a one-off fund reward of 5 million CNY will be given. The annual reward of a single enterprise shall not exceed 10 million CNY.
   
   For medical device products that have obtained the registration certificate of Class II and Class III medical devices for the first time and are determined to be industrialized in the zone, a one-off fund reward of 5 million CNY will be given. The annual reward of a single enterprise shall not exceed 10 million CNY.
   
   For those undertaking national or Beijing municipal major science and technology projects that are in line with the development direction of E-Town, a maximum of 1:1 fund matching will be provided, and the maximum annual fund support for each project is 20 million CYN. Those undertaking particularly major projects shall be supported on a case-by-case basis.
   
   For scientific and technology-based medical and health enterprises whose annual research and development expense increase exceeds the annual target value, 20% of the exceeding part could be given as support, with a maximum support amount of 3 million CNY.
   
   Support the implementation of pharmaceutical and medical device enterprises or projects with international teams, global patents, major breakthroughs, and strong international competitiveness. For projects that have been independently built industrialization bases and the amount of new investment in fixed assets (excluding the land purchase cost) exceeds 100 million CNY in the current year, a fund reward, being 20% of the new investment in fixed assets, with a limit of no more than 20 million CNY, will be given, and the subsidy period of a single project shall not exceed three years. For the landing of special major projects, support will be given on a case-by-case basis.
   
   Enterprises are encouraged to participate in the centralized procurement of drugs and medical devices by the state and Beijing. For successful bid of drugs and medical devices produced by industrialization in the E-Town for the first time, 3% of the total bid price will be rewarded, and the maximum reward amount of a single variety will not exceed 3 million CNY.
   
   
2. Applicable Scope
   
   The support measures are applicable to all kinds of innovative entities with independent legal personality and engaged in research and development, production, and service in the medical and health related fields within the 225 square kilometers of Beijing E-Town for industrial and commercial registration, tax registration, statistical registration and actual operation.
   
   
3. Applicable Time Frame
   
   The incentive measures are effective from 23 February 2023 to 31 December 2025.
