Question

Letter of Consent issued by the Ministry of Manpower of Singapore

Answer
Q:
What is a Letter of Consent (“LOC”)?
A: A LOC is an approval issued by the Ministry of Manpower of Singapore (“MOM”) that allow the eligible Dependant’s Pass (“DP”) holder, or an Long Term Visit Pass (“LTVP”)/LTVP+ holder who is the spouse or unmarried child of a Singaporean or permanent resident to work in Singapore.

Q:
Who is eligible for the LOC?
A:
To be eligible for a LOC, you need to be one of the following:
1.
A DP holder who is dependant of an Employment Pass (“EP”), EntrePass or Personalised Employment Pass (“PEP”) holder;
2. An LTVP or LTVP+ holder who is married to a Singaporean or permanent resident;
3. An unmarried child (under 21 years old) of a Singaporean or permanent resident, who holds an LTVP.

If you are a dependant of an S Pass holder, you should apply for a Work Permit, S Pass or EP instead. The LTVP, LTVP+ or DP has to be valid for at least 3 months, and you must have a job offer with a Singapore employer. You are not allowed to work in objectionable occupations.

Q:
How long does it take to process LOC application?
A:
For DP holder, it takes within 3 weeks for most cases. For LTVP or LTVP+ holder, it takes around 1 week for most cases. The candidates can only begin working after the employer receives the LOC.

Q:
What is the duration of a LOC?
A:
The duration granted for the pass is based on the earlier of these:
1. What the employer indicated in the LOC application;
2. The expiry date of the LTVP, LTVP+ or DP

The LOC stops being valid when:
1. The LTVP, LTVP+ or DP is cancelled or expires;
2. You are no longer employed by the company. The employer still needs to cancel the LOC.

Q:
When should we renew the LOC?
A:
For DP holders, you can apply to renew the LOC when the DP is renewed. You can apply to renew up to 6 months before the LOC expires.

For LTVP or LTVP+ holders, you can apply to renew up to 6 months before the LOC expires. Before applying, check that the LTVP or LTVP+ is valid for at least 3 months. If it is not, the pass holder needs to go to the Immigration and Checkpoints Authority (“ICA”) to renew the LTVP or LTVP+.
