Vietnam Releases New List of Conditional Business Lines

The Government of Vietnam recently released Resolution No. 66.17/2026/NQ-CP on cutting and amending conditional business lines. The number of conditional business lines will be reduced to 142 from current 198 from July 1st, 2026.

The new list retains business lines or sectors that have a significant impact on safety, finance, public health and social order. For example, securities, insurance, gold, refined oil, air transportation, real estate, telecommunications services, medical diagnosis and treatment, universities, primary and secondary schools and preschool education, lawyers, notaries, judicial appraisals, etc.

The 56 business lines removed from the list of conditional business lines mainly include: accounting services; foreign exchange services provided by non-credit institutions; unmanned aerial vehicle (drone) business; occupational safety and hygiene training services; publication distribution services; mineral trading; rice export; construction inspection services; maritime transport business; betting business; casino operations; insurance agency services; insurance brokerage services; etc.
