The Exit and Entry Administration of the Ministry of Public Security of the PRC has just released a notice yesterday, which announced that temporary measures for accepting application for renewal of Mainland Travel Permit for Hong Kong and Macao Residents (also known as Home Return Card) will be implemented from 4 September 2020 to solve the problem of some Hong Kong residents in the mainland not being able to return to Hong Kong due to the epidemic for the renewal of their expired Home Return Cards.

According to the notice, Hong Kong residents residing in the mainland during the epidemic period may submit their renewal applications to the exit and entry administration department of the local public security authority at or above the county level upon the expiration of their Home Return Cards. Applicants who are in urgent need of renewal service may consult the exit and entry administration department of the local public security authority for the application procedures or go there directly to submit the application. The new Home Return Card will be produced by China Travel Service (Hong Kong) Limited and posted to the mainland mailing address provided by the applicant.
